Since 1992, more than 500,000 jobs have been created in the Tri-State region. Wall Street is booming, tourists are coming in record numbers and technology industries that no one had heard of a decade ago are leading growth sectors. In spite of these gains, urban unemployment and poverty remain stubbornly high. In a study funded by the U.S. Department of Housing and Urban Development, RPA analyzed the reasons behind this dilemma and identified potential opportunities to connect low-income communities to new sources of economic growth.
