 Since 9/11, RPA has taken a leadership role in the civic community regarding planning issues. See Civic Alliance for Downtown New York for more information. In the first month after 9/11, RPA, through ESTA was requested by New York State to suggest a program of needed short- and longer-term transportation improvements. The resulting document is available by clicking LM Plan. More recently, RPA provided to the Civic Alliance a set of updated recommendations for Lower Manhattan.
