RPA to Address Broadband Digital Divide in 2017 Regional Plan

The Regional Plan Association aims to incorporate substantive recommendations on making broadband more accessible in the region as part of its fourth regional plan to be released in 2017.

At a panel Friday afternoon, the R.P.A. presented its preliminary recommendations, as part of a panel with Counsel to the Mayor Maya Wiley and representatives of the technology community, who shared their views on the potential and implications of the payphone wi-fi program LinkNYC and other possible approaches.

A focus on broadband "is a new area for planners," said Mandu Sen, senior planner for the R.P.A.

"The digital divide ... really threatens the region," she said, citing the potential of increased inequality, limited competitiveness, and vulnerability to disasters.
