Planning amidst the chaos: A mass transit version for the next era

For nearly 100 years, the Regional Plan Association has worked on long-term ideas to improve the way people live and work in the three-state, 31-county megalopolis of 23 million inhabitants spreading out from the five boroughs.

These good, smart people have produced — after years of effort — their Fourth Regional Plan, comprised of 61 initiatives from transit to housing to job creation.
