Despite these very real problems Laura Tolkoff, Senior Planner for Energy and Environment at the Regional Plan Association, thinks affected coastal communities have little choice. During a recent policy roundtable, she urged legislators to rethink their attitude toward retreat. "We need to start to have these conversations because the magnitude of the risks are growing," she said. "There are some places in the region where we believe moving away from risk might be the best option in a set of only bad options."
