Robert Freudenberg, a vice president of energy and environmental programs for the Regional Plan Association, said Mr. Trump’s move on the Paris accord may breathe new energy into the city’s efforts to achieve significant reductions in greenhouse gas emissions by 2050.

“My hope is that now, with this executive order, that office gets completely filled,” he said. “We’re going to need thought leadership and real policy making to make that happen if we're going to hit this 80 by 50 goal.”
