Degnan and Foye were credited implementing some of the ideas made by a panel to reform the agency, work that has to continue, said Thomas Wright, Regional Plan Association executive director.

"Getting back to the reform package from two years ago is the element needed before addressing infrastructure issues," he said. "The P.A. has to have its house in order." 

To do that may require negotiations between the two governors, rather than the two state legislatures, he said.

"There needs to be a recommitment to the reform agenda," Wright said.
