
Since Mayor Bloomberg proposed a congestion pricing pilot program in April, a number of alternative ways of addressing traffic congestion have been suggested. RPA, with the NYU Rudin Center for Transportation Policy and Management and the University Transportation Research Center at CUNY, have evaluated these ideas, including rationing based on license plate numbers, truck reduction strategies and a variety of incremental traffic management proposals. While some of these proposals are worthwhile as part of a comprehensive congestion reduction program, none are as effective in reducing traffic or pollution as congestion pricing, and none identify any funding sources for transit improvements.
